1、 Scoring rules: the scoring cycle of dynamic assessment of quality and safety supervision personnel (Group) supervision standardization is one year, and the full score is 12 points
.
Points will be scored from January 1 of each year
.
In case of one of the following situations, the score shall be given: (1) if the supervision organization fails to pass the quarterly supervision and standardization assessment on the supervisors (groups), 3 points shall be given; if the assessment is basically qualified, 2 points shall be given
.
(2) if there are unqualified items in the semi annual standardized assessment of hierarchical supervision, 3 points shall be recorded
.
(3) if the same project under supervision fails to take effective supervision measures, resulting in two consecutive unqualified quality management or safety production standardization assessment, 2 points shall be recorded
.
(4) if the superior competent department finds that there are serious quality and safety problems in the supervised project during the inspection, and the corresponding supervisors fail to take further supervision measures, and are criticized in a circular, 3 points will be recorded
.
(5) 4 points for general quality and safety accidents, 6 points for major quality and safety accidents and 12 points for major and above quality and safety accidents
.
(6) when the superior department in charge conducts the spot check on the conformity of the quality management and safety production standardization evaluation, if the evaluation results of the project are adjusted to one level, 3 points shall be recorded for the standardized evaluation personnel of the selected project; if two levels are adjusted, 6 points shall be recorded
.
(7) those who fail to pass the continuing education examination organized by the superior competent department shall be given 3-12 points depending on the circumstances
.
According to the relevant regulations of training management, if the circumstances are general, score 3 points; if the circumstances are serious, score 6 points; if the circumstances are serious, score 12 points
.
(8) for repeated complaints, group complaints or media exposure caused by project quality problems, which have adverse social impact and are determined as the quality supervision personnel are not performing their duties in place, 2-12 points shall be recorded according to the circumstances
.
According to the degree of adverse social impact, if the circumstances are general, score 2 points; if the circumstances are serious, score 6 points; if the circumstances are serious, score 12 points
.
In case of any objection to the assessment scoring, the supervisor may appeal to the scoring institution or the superior institution
.
The scoring organization or superior organization will decide whether to score according to the verification
.
2、 Score implementation and management ﹣ after the supervision and standardized assessment of the front-line quality and safety supervisors (groups) by the supervision organizations at all levels and the hierarchical supervision and standardized assessment of the lower supervision organizations by the superior supervision organizations every quarter, Within 5 days (before the 15th of the next month of each quarter), the dynamic assessment score of supervision standardization of quality and safety supervision personnel shall be entered into the “management system of Hunan Construction Engineering Quality and safety supervision organization”
.
If the supervision organization fails to carry out standardized supervision assessment and hierarchical assessment for the front-line quality and safety supervision personnel (Group) according to the requirements, our department will issue a notice of criticism to the whole province and cancel the qualification of “civilized Supervision Organization selection” in the provincial quality and safety supervision system
.
3、 The use of scoring results (1) for the quality and safety supervision personnel who scored 6-11 points in the scoring cycle, the supervision organization should have a admonitory talk with them
.
(2) for the quality and safety supervision personnel with 12 points in the scoring cycle, the supervision organization shall require them to leave the post for three months and take up the post again after passing the assessment
.
(3) for the quality and safety supervisors who score more than 12 points in the scoring cycle or score more than 6 points in six months after leaving the post for study, the supervision organization shall take over the qualification certificate of the supervisors and hand it over to the provincial construction project quality and safety supervision and management center, cancel the supervision qualification and transfer them from the supervision post
.
(4) for the quality and safety supervisors who have scored 6 points or more in the scoring cycle, the supervision organization shall not recommend them to participate in the quality and safety supervision system skill competition of our department, and shall not be included in the “civilized supervisor selection” scope of the quality and safety supervision system of our province
.
