However, we should also see that the construction industry is still large but not strong, the supervision system and mechanism are not perfect, the organization mode of engineering construction is backward, the level of architectural design needs to be improved, quality and safety accidents occur from time to time, there are many illegal behaviors in the market, the core competitiveness of enterprises is not strong, and the skill quality of workers is low
.
In order to implement the opinions of the CPC Central Committee and the State Council on Further Strengthening the management of urban planning and construction, further deepen the reform of “deregulation, management and service” in the construction industry, accelerate the industrial upgrading, promote the sustainable and healthy development of the construction industry, and provide support for the new urbanization, with the consent of the State Council, the following opinions are put forward: 1

Some regions are selected to carry out pilot projects

For enterprises with good credit, relevant professional and technical ability and able to provide sufficient guarantee, the scope of business contracting shall be relaxed within their qualification categories
.
Meanwhile, the relevant matching systems such as credit system, engineering guarantee and personal practice qualification shall be improved to strengthen supervision during and after the event
.
We should strengthen the management of individual qualification, clarify the rights, obligations and responsibilities of registered practitioners, and increase the investigation of professional responsibility
.
We will develop individual practice offices in an orderly manner and promote the establishment of an individual practice insurance system
.
We will vigorously implement the “Internet plus government service” and implement “one-stop” online approval to further improve the efficiency of administrative examination and approval in the field of construction
.
（2） Improve the bidding system

We should speed up the revision of the “Regulations on the scope and scale of bidding for engineering construction projects”, narrow and strictly define the scope of engineering construction projects that must be subject to bidding, relax the relevant scale standards, and prevent the implementation of “one size fits all” bidding for engineering construction projects
.
In the non-governmental investment of housing construction projects, it is explored that the contracting mode should be decided by the construction unit independently
.
The construction projects that must be invited for bidding according to law shall be included in the unified public resources trading platform, and the bidding behaviors shall be standardized in accordance with the principles of fairness, impartiality, openness and integrity

We should further simplify the bidding procedures, realize the whole process of bidding transactions electronically as soon as possible, and carry out online remote evaluation

For government procurement construction projects whose suppliers are determined through competitive negotiation or single source according to law, construction licenses shall be issued if they meet the corresponding conditions

3、 Improve the organization mode of engineering construction (3) accelerate the implementation of general contracting

Except for the projects that are included in the scope of EPC and must be subject to bidding according to law in the form of provisional estimate, the EPC unit can directly contract out other professional businesses covered in the EPC contract
.
（4） Cultivate the whole process of engineering consultation

Encourage investment consulting, survey, design, supervision, bidding agency, cost and other enterprises to develop whole process engineering consulting through joint operation, merger and reorganization, and cultivate a number of whole process engineering consulting enterprises with international level
.
Formulate the technical standard and contract model of the whole process engineering consulting service
.
Government invested projects should take the lead in carrying out whole process engineering consultation, and encourage non-government invested projects to entrust whole process engineering consultation services
.
In civil construction projects, we should give full play to the leading role of architects and encourage the provision of whole process engineering consulting services
.
4、 Strengthen project quality and safety management (5) strictly implement project quality responsibility

The project quality responsibility of all parties should be fully implemented, especially the primary responsibility of construction units and the main responsibility of survey, design and construction units

Strictly implement the lifelong responsibility system for project quality, set up permanent signs in obvious parts of buildings, and publicize the quality responsibility subject and main responsible person

For those who violate relevant regulations and cause engineering quality accidents, administrative penalties such as suspension of business rectification, reduction of qualification level, revocation of qualification certificate, etc

Construction enterprises participating in real estate development should operate in accordance with the law and improve the quality of housing

（6） Strengthen safety production management

It is necessary to fully implement the safety production responsibility, strengthen the safety protection of the construction site, especially strengthen the management of the deep foundation pit, high formwork, lifting machinery and other dangerous divisional and subdivisional projects, as well as the risk assessment or demonstration of major engineering projects in adverse geological areas

Promote the deep integration of information technology and safety production, accelerate the construction of construction safety supervision information system, and strengthen safety production management through information means
