The project completion acceptance filing form shall be made in duplicate, one copy shall be kept by the construction unit and the other copy shall be kept by the filing authority for filing.

Article 16 The construction administrative departments of the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government may formulate detailed rules for implementation in accordance with these Measures.
Article 14 These Measures are not applicable to rescue and disaster relief projects, temporary housing construction projects and farmers’ self-built low-rise residential projects.
Article 9 If the construction unit fails to go through the project completion acceptance filing within 15 days from the date of passing the project completion acceptance, the filing authority shall order it to make corrections within a time limit and impose a fine of not less than 200000 yuan but not more than 300000 yuan.

Article 3 The competent construction administrative department of the State Council is responsible for the filing and management of the completion acceptance of the national housing construction projects and municipal infrastructure projects (hereinafter referred to as the projects).
Article 12 If the filing authority decides to re-organize the completion acceptance and order to stop the use of the project, the construction unit has put into use before the filing or the construction unit continues to use the project without authorization, causing losses to the user, the construction unit shall be liable for compensation according to law.
Article 5 The construction unit shall submit the following documents when handling the project completion acceptance filing: (1) the project completion acceptance filing form; （2） Project completion acceptance report.
78 of the Ministry of Construction of the People’s Republic of China on April 7, 2000) is formulated in accordance with the Regulations on the Quality Management of Construction Projects in order to strengthen the management of the quality of housing construction projects and municipal infrastructure projects.
The completion acceptance report shall include the date of application for construction of the project, the construction license number, the review opinions of the construction drawing design documents, the quality qualification documents signed by the survey, design, construction, project supervision and other units, the original completion acceptance documents signed by the acceptance personnel, the relevant quality inspection and functional test data of the municipal infrastructure, and the relevant data deemed necessary by the filing authority; （3） The approval documents or permission documents that should be issued by the planning, public security and fire protection, environmental protection and other departments according to laws and administrative regulations; （4） Project quality warranty signed by the construction unit; （5） Other documents required by laws and regulations.
Article 11 If the construction unit uses false certification documents to handle the project completion acceptance filing, the project completion acceptance is invalid, and the filing authority shall order it to stop using, reorganize the completion acceptance, and impose a fine of not less than 200000 yuan but not more than 500000 yuan; If a crime is constituted, criminal responsibility shall be investigated according to law.
Article 7 The project quality supervision institution shall submit the project quality supervision report to the filing authority within 5 days from the date of project completion acceptance.
Article 4 The construction unit shall, within 15 days from the date of passing the completion acceptance of the project, file a record with the construction administrative department of the local people’s government at or above the county level (hereinafter referred to as the filing authority) in accordance with the provisions of these Measures.
Article 6 After receiving the completion acceptance filing documents submitted by the construction unit and verifying that the documents are complete, the filing authority shall sign the document receipt on the project completion acceptance filing form.
Article 17 These Measures shall be interpreted by the construction administrative department of the State Council.
Article 10 If the construction unit uses the project that the filing authority decides to reorganize the completion acceptance without authorization before the completion acceptance is reorganized, the filing authority shall order it to stop using and impose a fine of not less than 2% but not more than 4% of the project contract price.
Article 15 The filing of the completion acceptance of military housing construction projects shall be carried out in accordance with the relevant provisions of the Central Military Commission.
Article 2 These Measures shall apply to the completion acceptance filing of new, expanded and reconstructed housing construction projects and municipal infrastructure projects within the territory of the People’s Republic of China.
Article 18 These Measures shall come into force as of the date of promulgation.
Article 8 If the filing authority finds that the construction unit has violated the relevant provisions of the State on the quality management of construction projects during the completion acceptance, it shall, within 15 days after receiving the completion acceptance filing documents, order it to stop using and reorganize the completion acceptance.
Article 13 If the completion acceptance filing documents are complete, and the filing authority and its staff fail to go through the filing procedures, the relevant authority shall order them to make corrections and impose administrative sanctions on the directly responsible personnel.
The construction administrative departments of the local people’s governments at or above the county level shall be responsible for the filing and management of the completion acceptance of projects within their respective administrative areas.
Commercial residential houses shall also submit the Residential Quality Assurance Certificate and the Residential User Manual.
