Regulations on the Administration of Seismic Fortification of Building Construction Projects


Building construction projects that have been identified as requiring reinforcement shall take necessary seismic reinforcement measures within the time limit determined by the competent construction department of the local people’s government at or above the county level; Use shall be restricted before reinforcement.

If engineering testing is required, it shall be entrusted to a unit with corresponding qualifications.

Article 7 Construction units, survey units, design units, construction units and project supervision units shall abide by the laws and regulations on seismic fortification of housing construction projects and the provisions of mandatory standards for engineering construction, ensure the quality of seismic fortification of housing construction projects, and bear corresponding responsibilities according to law.

Article 9 The adoption of new technologies and new materials that may affect the seismic safety of housing construction projects, but which do not have national technical standards, shall apply for approval in accordance with relevant regulations.

Article 17 After the occurrence of a destructive earthquake, the competent construction department of the local people’s government shall organize an emergency evaluation of the seismic performance of the damaged buildings and construction projects, and propose a plan for restoration and reconstruction.

Article 10 The preliminary design documents of Class A and Class B construction projects in the Standard for Classification of Seismic Fortification of Construction Projects shall contain special contents of seismic fortification.

The special review of seismic fortification shall be carried out in the preliminary design stage for high-rise buildings beyond the limit.

Article 5 The State encourages the adoption of advanced science and technology for seismic fortification of building construction projects.

The house construction projects that have been identified as requiring seismic reinforcement shall be subject to seismic reinforcement at the same time as they are being renovated.

Article 3 The seismic fortification of building construction projects shall adhere to the principle of putting prevention first.

The seismic reinforcement shall be combined with the recent urban construction plan and the property owner’s house maintenance plan.

When applying, it shall state whether it is applicable to the seismic fortification zone and the applicable seismic fortification intensity range.

Article 12 If the following completed building projects have not taken seismic fortification measures and have not been listed in the recent demolition and reconstruction plan, they shall entrust units with corresponding design qualifications to conduct seismic appraisal according to the current seismic appraisal standards: (1) Class A and Class B building projects in the Standard for Classification of Seismic Fortification of Building Projects; (2) Housing construction projects with significant cultural relics value and memorial significance; (3) Building construction projects in key earthquake monitoring and defense areas.

The aseismic design of new, expanded and rebuilt housing construction projects shall be an important part of the examination of construction drawings.

If it is necessary to relocate, it shall be planned and constructed in accordance with the provisions of the relevant laws and regulations of the State.

Article 18 Buildings and construction projects that require seismic evaluation after an earthquake through emergency evaluation shall be evaluated in accordance with the standards for seismic evaluation.

Article 8 The site selection of urban housing construction projects shall conform to the requirements of the professional plan for urban earthquake resistance and disaster prevention in the overall urban plan; The site selection of the project for the construction of villages and market towns shall comply with the requirements for earthquake resistance and disaster prevention in the special plan for disaster prevention of villages and market towns and the construction plan for villages and market towns.

Article 11 The property owner and user shall not change or damage the aseismic components, isolation devices, shock absorption components or seismic response observation systems and other aseismic facilities of the building without authorization.

Other property owners of housing construction projects that have not taken seismic fortification measures and have not been listed in the recent demolition and reconstruction plan are encouraged to entrust units with corresponding design qualifications to conduct seismic appraisal according to the current seismic appraisal standards.

Article 6 Building construction projects that are newly built, expanded or rebuilt shall be fortified against earthquakes in accordance with the relevant provisions of the State and the mandatory standards for engineering construction.
