Notice on organizing and applying for construction industry modernization demonstration enterprises in Zhejiang Province ZJH [2021] No.38 municipal construction committees (construction bureaus): in order to further stimulate and mobilize the enthusiasm, initiative and creativity of construction industry enterprises in Zhejiang Province in reform and innovation, transformation and development, accelerate the modernization of construction industry, and create a high-quality brand of “Zhejiang construction”, according to the Industrial Demonstration City, enterprise, base and project identification method (Trial) (ZJ [2017] No

12), decided to carry out the identification work of Zhejiang construction industry modernization demonstration enterprise (hereinafter referred to as “demonstration enterprise”)
.
The relevant matters are hereby notified as follows: 1
.
Application conditions: construction enterprises registered within the administrative region of Zhejiang Province with independent legal personality and obtained construction qualification
.
All enterprises participating in the accreditation in the name of the group will no longer participate in the accreditation; the independent legal entity with special qualification in the group can participate in the accreditation of general contracting of construction engineering; the independent legal entity with steel structure qualification in the group can participate in the accreditation of construction steel structure
.
(1) general contracting of construction projects
.
It is an independent legal person enterprise with the qualification of general contracting of construction engineering and its main business is construction industry
.
(2) infrastructure (including municipal, highway and water conservancy)
.
It is an independent legal person enterprise with general contracting qualification for municipal, highway, water conservancy and hydropower projects and its main business is construction industry
.
The output value of infrastructure (including municipal, highway and water conservancy) shall not be less than 70% of the total output value of construction industry
.
(3) building steel structure
.
It is an independent legal person enterprise with professional contracting qualification of steel structure engineering and its main business is construction industry
.
The output value of steel structure shall not be less than 70% of the total output value of construction industry
.
(4) architectural decoration (including decoration and curtain wall)
.
It is an independent legal person enterprise with professional contracting qualification of building decoration or curtain wall engineering and its main business is construction industry
.
The output value of decoration should not be less than 70% of the total output value of construction industry
.
(5) construction and installation (including electromechanical, intelligent, petrochemical, electric power, fire protection)
.
It is an independent legal person enterprise with the qualification of construction and installation (including electromechanical, intelligent, petrochemical, electric power and fire protection) and its main business is construction industry
.
The output value of installation projects shall not be less than 70% of the total output value of the construction industry
.
(6) building external economics
.
It is an independent legal person enterprise that has obtained the qualification of construction enterprise, whose main business is construction industry and undertakes foreign contracted projects
.
In addition to construction enterprises, economic enterprises can participate in the identification of construction general contracting enterprises at the same time, other enterprises are only allowed to declare the identification of one of them
.
In the past two years, enterprises that have defaulted on migrant workers’ wages and been criticized and punished by provincial and above construction authorities, or major overseas labor disputes and emergencies, or more than 3 (including) general and above quality and safety accidents, or more than 2 (including) major and above quality and safety accidents, or quality and safety accidents with great social impact have occurred Enterprises shall not participate in the identification
.
2、 Application materials: (1) application form of Zhejiang construction industry modernization demonstration enterprises (Annex 1); (2) copies of statistical year report of construction industry submitted in 2020 and copies of enterprise financial audit report issued by intermediary agencies (all with company seal)
.
Enterprises participating in the recognition in the name of the group shall report the statistical annual reports of their subsidiaries (included in the statistical scope of the statistical department) together (excluding the statistical annual reports of independent legal entities that have participated in the recognition)
.
(3) the project quality awards at or above the provincial level (including National Industry Association Awards), prefabricated construction industry base, standards at or above the provincial level edited or participated in by the enterprise, provincial enterprise technology center, provincial construction method and other relevant documentary evidence
.
All submitted materials shall be stamped with the original verification seal of the competent department of construction
.
If there is any fraud in the materials and reported data, once verified, the qualification will be cancelled
.
3、 Application and identification process (1) the enterprise applying for identification shall submit the application materials (including paper materials and PDF electronic materials) to the competent department of construction of the city divided into districts, and the competent department of construction of the city divided into districts shall issue a letter of recommendation after unified summary, and report to the Provincial Department of construction before March 15, 2021
.
(2) the Provincial Department of construction will conduct preliminary screening according to the 2020 annual statistical report data submitted by enterprises and the monthly rapid survey system data of main indicators of construction enterprises, compare the enterprise financial audit report to determine the basic indicators, and combine with the relevant weights (see the annex for details) (the construction foreign economic enterprises will complete the business of foreign contracted projects according to the enterprise provided by the Provincial Department of Commerce The shortlist of demonstration enterprises (top 60 of construction general contracting enterprises, top 18 of infrastructure enterprises, top 12 of construction steel structure enterprises, top 9 of construction decoration enterprises, top 15 of construction installation enterprises and top 5 of construction foreign economic enterprises) was determined and publicized in Zhejiang construction information port for 7 days
.
(3) after the publicity, check the bonus points and deduction points of the shortlisted enterprises in terms of quality and safety, construction industrialization and scientific and technological innovation, and finally determine the list of demonstration enterprises
.
Among them, there are 40 construction general contracting enterprises, 12 infrastructure enterprises (6 municipal enterprises, 3 highway and water conservancy enterprises), 8 construction steel structure enterprises, 6 construction decoration enterprises (4 decoration enterprises, 2 curtain wall enterprises), 9 construction installation enterprises (3 electromechanical and intelligent enterprises, 1 petrochemical, electric power and fire fighting enterprise), and 6 construction steel structure enterprises There are 5 enterprises of construction foreign economy
